Improving transition of care to reduce readmission rates

A white paper is a report or a guide that informs readers concisely about a complex issue in an effort to solve a problem or make a decision. An effective white paper uses facts, logic, and empirical evidence to promote a specific solution to the identified problem. White papers are an important economic policy-making tool and are ubiquitous in many economic and policy arenas. When a person, group, or organization wishes to advocate change (either legislatively, or by other means), it is essential that the message be delivered in a succinctly written, concise document that clearly states the importance of the issue, proposes a solution, and advocates a specific position. The audience for a white paper can be the general public, legislators, regulators, political stakeholders, or companies that seek solutions to their problems or needs. Typically, you will not know your audience personally. Yet, in order to persuade your audience, you need to focus on their needs. If you can address the problems that your readers want to solve, they will read your white paper for a solution.

A white paper typically starts with a big picture and leads readers to the proposed solution. Make the headings clear and specific so that busy readers can scan the white paper effectively. The following are general guidelines on organizing a white paper. What is the Assignment? Choose a patient care issue with an economic focus that affects patients and/or nursing personnel in your current professional nursing role. This issue will be explored through the economic domains of access, cost, and quality. Please submit your assignment as a MS Word document using this submission tool. Your submission should range from 1,000 – 1500 words with a high ratio of content to length. Be sure to review the grading rubric and follow the instructions/outline in the attached document as you draft your paper. Economic White Paper What is a White Paper? Please follow the outline below as you draft your assignment. White Paper Outline Introduction: Provide an introduction to the issue at the beginning of the paper so the reader can quickly grasp the main point. Be sure to include a “hook” to get the reader’s attention. Background: A white paper needs to provide readers with general background information of a particular issue to support the need for change. A good strategy here is to point out problems from the perspective of the person(s) most affected by this issue. [Please address the domains of access, cost, and quality as separate subheadings!] Access: What are the access to care problems related to this issue? Cost: What is the cost of this issue to the individual? To the health care system? To the U.S. economy? Quality: What is the effect this issue has on health care quality? Solution: Propose a solution to the problem you have identified. Be sure to clearly articulate your proposal, so that it could be understood by a novice reader (most legislators are minimally familiar with health care). Stakeholders: Stakeholders are the parties who have a stake in the outcome of a decision. Economic proposals that do not adequately address the needs of key stakeholders are doomed to fail. Be sure you identify all key stakeholders with an interest in your issue, whether they are a minor or major stakeholder, and whether you anticipate they would be in support or opposition (and why) to your proposed solution.
